A GTIN is a public number — once your product is on shelf, the barcode printed on the packaging can be photographed, reproduced, and printed onto counterfeit packaging using the exact same, legitimately-issued number. GS1 registration confirms that a number is valid and assigned to you; it has no built-in mechanism to confirm that a specific physical scan, at a specific place and time, is your genuine product rather than a copy.
